[PADS] finding a package by file

If I want the file openssl/sha.h (tonight's example), I type

    dpkg --search openssl/sha.h

and it tells me it's provided by libssl-dev. Good.

I realized I didn't know how to do that with apt-cache or some other
tool that knows how to look for files I *haven't* installed. (As I
understand, dpkg only knows about files I've installed.) Googling
didn't do it. I kind of remember a debian web search gizmo that did
this, but I couldn't find it. (Maybe it's melted on the floor of that
NOC in NL.)

Can anyone provide a pointer on how to find what package provides a
particular file, even if the file isn't installed?
